Bitter-sweet god roll impossible, bug or badluck ?

Hi everyone,

I think i've looted around 150-200 bitter-sweet (maybe even more) but never had the combo envious arsenal/Bait and switch...
As i know they fixed the bug for this combo on the chill inhibitor.
Do you think this bug can be present on this weapon currently ? Or i'm just unlucky ?
