Other than a few vendors selling a very small selection of Legendary weapons, not really no. You have to earn "new weapons".

most powerful weapons would be for the most cases subjective. in terms of buying new weapons from stores, there are multiple vendors, that sells you weapons, including the lost lights kiosk at the tower.
