The Guardian Rank requirement doesn't ask you to reach rank 10, it says to rank the vendor up 10 times. Since you start at Lv1 and the current maximum is 10, that's 9 rank-ups maximum at this time, that's all we can get. So 9/10 is correct.

There are more rewards to come from that vendor, so more ranks will unlock in later Acts. That'll let you get one more rank-up and complete that requirement.
