What you might have heard of is cross-save. Using cross-save, you could link a Steam account and a PSN account together (for example), and set Steam as active. Then every time you launch the game on PSN, you'd be logging into and making progress on your Steam characters. However this is strictly a share not a transfer, and if cross-save is ever cancelled, the PSN account loses access to the characters.
Unfortunately though this can only be done with different platform accounts. There is no cross-save for two accounts on the same platform, like two Steam accounts.
Do you play anything on Epic (or the XBox for Microsoft Windows store)? You could cross-save Epic and Steam, setting the old Steam account as Active. Then you can play those old Steam characters through Epic without any messing around - just remember to never cancel cross-save.
