I don't see anything strange.
Annual pass: 2 dungeons that stay, quests and missions that may be removed in a few months (not confirmed but possible), tangential content meant for people who play often.
Edge of Fate: campaign, raid, planet, quests, missions, all stay, comes July 15th.
Renegades: campaign, dungeon, planet, missions, quests, all stay, comes Dec 2nd.
Year of Prophecy is just Edge of Fate and Renegades bundled. Final shape + annual pass are those two bundled. Between the annual pass and Year of Prophecy, there is NO overlap. Each are their own thing.
Play the cheap DLCs first. You can get all of the early ones for a few dollars each. Only get the newer stuff after finishing the older stuff, because it might be even cheaper by then.
If you're not playing a lot, FS base edition and Edge of Fate if/when it comes out is plenty.
