Lightfall gives you a new subclass.
IMO both of them are not great but if you're new to the game - they both will still be fun to play.
As Horn said above - the Witch Queen is incredible, this DLC was when I joined the game. Don't repeat my mistake and don't start with it, half of the characters in the story were unknown to me. After I replayed it later it was much better.
Final Shape is the latest DLC and it's just great. Also, both of the DLCs look incredibly well done. I would also try the free parts of the campaign to see if you're even hooked by the gameplay, story, characters etc and then decide if it's worth your time. IMO - it is great. I played around 400 hours immediately after I bought witch queen and it's one of the best experiences I've had in gaming
