I have the final shape DLC and just want to add some others such as 30th anniversary DLC rather then having to pay $149.99 for the full DLC download. Shouldn't the system recognize what I have and then offset what I can pay rather then full amount for content that I already have?

Does this pack include the dungeon keys necessary for the Lightfall dungeons? Or is the annual pass required, or can you buy the keys with silver?

The only currently available annual pass DLC will only give the Final Shape dungeon key, no older ones. No pack or bundle includes the Lightfall or the Witch Queen keys, these are ONLY available from Eververse, for Silver.

I literally just got Legacy Collection for $12 USD on g2a it was a risk I was willing to take for 12 dollars and it paid off.
