Which quest step?, there should be no enemy in the exotic quest that is 2040, that sounds like you're playing an (mid) / end-game activity you're not suppose to yet.
Most of the activities in Destiny 2 can be played up to three (3) players with the exception of some activities such as Dares of Eternity that can be played up to six (6) players as well as Raids which was designed for six (6) players.
The exotic quest to earn Riskrunner is called "Risk/Reward" which is step 10 from the "A Spark of Hope" quest.
Unfortunately most quests can't be replayed without creating a new account or class that hasn't finished the quest yet but I'm very certain the "Risk/Reward" exotic quest doesn't have enemies with 2040 power.
Unless the details is outdated on the page, it doesn't say anything about a Nightfall Strike or a Vanguard Strike but once you reached step 10 where it says "complete the mission Risk/Reward ..." there should be a marker on the EDZ (Europoean Dead Zone) to start the mission.
Regarding Nightfall Strikes, some Nightfalls are free to all players and some require specific DLC's to be owned to participate.
Unlike Vanguard Strikes, Nightfall Strikes is on a weekly roatation that can drop Nightfall Weapons.
The higher the difficulty and score (Bronze, Silver, Gold, Platinum) the higher the chance to drop a Nightfall weapon with additional rewards.

- HyperNet Current - Lightfall DLC
- Warden of Nothing - Forsaken Pack
The following Nightfall Strikes are free to play:- Lake of Shadows
- The Scarlet Keep
- The Inside Terminus

New light questline- says i need to do nightfall strike which is like 80 power points above what im at so i cant really do them
