First of all, Rose is garbage. Second, Rose is only available through a certain quest. I forgot what the name of the quest is, but I remember getting Rose by completing it. As for the other weapons, they might not be able to be focused. They may have to be purchased or be world loot drops, strike, dungeon, raid, or quest/mission rewards, etc.

Rose is in fact not directly available from any quest right now, but as a competitive reward. This has been the case since seraph. Also, not only is Rose not garbage right now, whether or not Rose is good is in fact not what Chief asked. If they wanted to know if it was worth getting, they would have asked "hey, is this gun worth getting?", but clearly they've already decided that they want it.

Also to answer the initial question, make sure you've completed the triumph for the placement series, as well as the comp quest from Shaxx. If you do not have the quest, try playing a match and from what I've heard, that should fix it.

Rose is the best Hand Cannon in PvP.
It's not available through any quest, just need to do 10 Competitive matches or 3 if you've already done placement matches.
The other weapons are earned by doing your placement matches and by purchasing them at Shaxx, not through any of the other sources you mentioned.
