There is also an option in-game to report a player for leaving matches. If players are frequently leaving matches, they could be restricted or banned from Destiny 2. This is outlined in the Destiny Account Restrictions and Banning Policies which you can read in full at the below link.
Someone leaving matches is definitely a valid reason to flag them to Bungie for investigation. Leaving matches ruins the experience for everyone.

Unfortunately, if the player isn't in your PGCR in-game or the website / app or you don't have their full Bungie Name ID, then you won't be able to report them.
However, if the player is constantly leaving matches then there is a good chance they would have received a 30 or 60 min suspension. If they're doing it all the time, then they may even be restricted for 2 weeks or 2 months.
