It's not possible to make d2 get back to where it was without rewriting the engine to modern standards and changing raids and a lot of other activities to be more solo friendly with an updated fireteam finder with more options. Balancing the game to the few percent that plays raids was always a huge failure.
But it's doubtful they'll invest money to hiring programmers to fix what should have been fixed a decade ago.

What they should have done was not put the game in that state in the first place. Game can't handle adding more content? Make a new game, potentially on a new engine that won't have this problem. And now it's too late, the game is buchered by constant content removal, the experience for new players is terrible, the game runs worse and worse with each new season, and there are fewer and fewer players coming back. And instead of working on D3, all we know is that they are working on a PVP shooter that will surely flop.

They didnt do that because of old consoles. New engine or a new game = drop old gen console player base. Thats why they didnt do it. Profit. They didnt want to drop big portion of paying customers. And now we are where we are.
