Yes you can still level up while doing it. Though for the most part people disregard power level entirely now as something that happens passively.
I dont know what you mean by competitive. If you didnt have the new content you cant access it so you cant really be competing with people in it.
If you mean purely by a loot standpoint, currently the meta for most people are free linears, free rocket, and gls are a little worse now but i believe the best is now also free from vanguard and is no longer vesper since it got hit with the damage nerf but also archetype specific reserve nerf.
And for non boss damage stuff, theres so much variety in player choice I don’t think its worth asking about.

i wanted to buy the game just for story
but not sure if i will have time for (2020 was pandemic so....)
weirdly i have free expansion from epic up to witch queen)
buying this would make everything easier on steam (no need to switch version)
question is, does the base version story is good enough
since i will be missing alot of seasonal story (3 years?++)
i played whole season of arrival for 5 months,
it was good, able to experience all of those old contents
also, i want to play just casually this time around
the no-death raid was horrible long hours for no lifer
especially trying to get all those "juicy emblem"
hoping there is in-game LFG matchmaking for raid in d2 at least
I enjoyed the Witch Queen campaign. Haven't started Lightfall, and have started to dip my toes into Final Shape (at least far enough to unlock the new subclass). There's been significant overhauls to almost every system, so much so that it's entirely overwhelming. There's a ton of new QoL stuff (accessing the gear vault from almost anywhere? what?!) that really help with gear management. I've had to go through my backlog and just delete so much crap.
Overall, I'm glad I came back to "wrap up" the story that initially hooked me. There's a lot of nostalgia at the start of Final Shape that really got me in the feels. I still think Bungie is EXTREMELY predatory with it's monetization (you won't get $50 worth of "dungeon keys" with the bundle) but there's such a breadth of content that it doesn't really matter too much at this point. They still try to get you with heavy FOMO, but I'll admit it's easy to ignore after taking years off the game and realising you haven't really missed anything of value. Probably why the game is almost dead.
The quality of player has also dropped significantly, likely also do to the F2P side of the game. I'm nervous to try the new LFG systems, as my experience with strike playlists has been less than stellar. You're also better off ignoring the internet and just finding your own enjoyment in the game, as there's nothing but bitter vets left in the community who will do anything and everything in their power to convince you go away.
Above all else though, the gunplay is still the best in the industry, and there's a massive variety of weapons and weapon types to play with that you shouldn't have too much trouble finding something to enjoy.
These are just a small list of pros and cons I've picked up since coming back. Your mileage, as with most things, will vary. Just remember to keep in the back of you're mind that you're entering an abusive relationship where your partner only cares about how much money you have in your bank account.
