You will get the exotics that you don't own yet first, after that it will be a random drop based on the sector rotation (arms, legs etc.).
Legendary Lost Sectors can drop any exotic armor piece from its specific slot, not just year 4 and up exotics
Every part of this statement is factually incorrect.
Lost Sectors can drop any exotic of the appropriate slot that is in the accounts available drop pool. That pool is made up of all exotics from any expansion they hold a license for on the current platform. The only exotics that can't drop from Lost Sectors by default are those that must first be acquired from a quest completion which at present is only those locked behind the Shadowkeep campaign (Stormdancer's Brace, Assassin's Cowl and Phoenix Cradle). Once you acquire that quest reward though these can also drop fin Lost Sectors.
Unlike most other exotic sources Lost Sectors are not on a knockout list and do not guarantee you an exotic you don't yet own. Drops are (rather heavily) weighted in favour of the exotics you don't have but they've never been a guarantee.
EDIT (For OP): If you want to get Nezarec's Sin (and assuming you've never had one drop) then first visit Xûr (he's currently in the Tower Hangar) if you haven't yet done so and buy the exotics he's selling to unlock them on your account, then buy the engram he's selling which will give you a random exotic you don't yet own. After that you claim any exotic engrams that you have in the season pass. Season pass engrams and Xûr engrams will always give an exotic you don't yet own if there is one available. This will pull from all Red War, Forsaken and Shadowkeep exotics (with the same exception as noted above) but not Beyond Light/The Witch Queen exotics as they first need to be acquired from Lost Sectors.
If you've previously owned Nezarec's Sin and are instead looking for a replacement roll then you're ♥♥♥♥ outta luck and entirely dependent on RNG for one to drop.
