And as far as I remember, no game that I've played that also has a seasonal model lets you rank up past/expired season passes.
but if the game say: you get the 4 season im thinking i can level them up why tf should i buy a past dlc if i cant level up, there is no answer in destiny like: btw you cant level the past season up i cant know that ....

No, you still have access to all the Seasonal activities and stories, and the seasonal vendors. (up until the end of S19).
