Xur Exotic Ciphers

Just bought the exotic cipher from Xur and it was a assassin cowl which I already have. (I was even wearing the armor when I bought the cipher from him) I thought the random exotic he sells were random but ones you do not already have? Any Ideas anyone?

He does not sell exotics that are only obtained in Legendary Lost Sectors (or Legendaty Campaigns). I looked at your collection, and your hunter is missing exactly those exotics.

That random cipher can not be a weapon?

I'm pretty sure it can, but then again - it can only be a weapon that drops in the open world. Quest weapons or those that are bought in the Monument of Light is not sold by Xur.

Pretty sure you can inspect the exotic engram and see everything it drops. It only contains world drop exotics you qualify for; for example, you can't get exotics from expansions you don't own, even if they are in the world loot pool, and you can't get exotics from quests, raids, etc. Without more information I can't really see if it should have dropped something else, but it's possible you just already got everything it can give you.

Once you have collected all the exotic weapons in his pool you get only armor, because random rolls. He doesn't have all exotic weapons or armor.

It can only be exotics from the random loot pool, not the ones you get from specific tasks, so you obviously have all of those.

If it drops a duplicate, you know you have obtained all the random exotics

Folks, you're all talking about the engram, not the cipher. Just to be clear.

The cipher is only usable towards purchases from the exotic kiosk at the Tower (it's called Monument to Lost Light or something, situated in-between the inventory vaults).

You can buy an engram from Xur with legendary shards and then another one with a Cipher, if you have one.

In the hangar, turn left when entering and run down towards the stairs. Then you'll see him
