I think i got cheated out from an exotic?

so I obtain a Vanguard Prime Engram, and when I went to Rahool to turn it in, it turned to an Exotic engram that went to the postmaster. I went to the postmaster to obtain it and i only got a Rocket Launcher Scavenger Mod. Is this normal?

Possibly.
When your engram slots are full, enchantment cores get send to the postmaster as exotic engram.
Might be the same for mods, but never seen it cause I already got most of the mods.

Sounds like Encrypted Engram to me. They look identical to Exotic Engram, but their content is very different. Those have stuff inside like Enhancement Cores etc.

What level was the engram? I know if it's at 0, you typically get an enhancement core but like angelhunter said, it could be possible for mods to drop via that system too

Yeah, enhancement cores and mods will look like exotic engrams in the postmaster sometimes. It's pretty funny TBH.
