Does Boots of The Assembler buff Well of Radiance to 35%?

I'm pretty sure that it only provides healing buffs in Well Of Radiance, could be wrong though.

boots won't target any one standing in a well, but it will override the well buff since it's buff is higher. You'd need people to get the buff from the rift before placing the well though.
