Perks provide roughly ±40 charge time and ±2% dmg depending on the battery.
I noticed this before, but recently with one that I think had a base charge time of 940. There are two batteries to choose from but although one says it decreases charge time, it doesn't. However, increasing the level (which is only 3 at the moment) does reduce the charge time successfully (by about 4 each time).
These are small numbers, I suppose, but I was just wondering.
I wouldn't call it hard programming, I would call it lazy, lol. But it's no real bother as long as we know it actually does something.
You would feel a difference if the charge time went from 500ish to 100 or 50.
But Bungie doesnt allow any actually notworthy buffs to their weapons and armor, every buff and edge that you have by masterworking/using mods/getting a decent roll is always just miniscule.
If you want a game where the weapons don't all behave the same and masterworking/modding a weapon actually feels like it does something, then D2 is not for you.
A good example is stability and reload speed masterworks. The stats keeping getting better as you work towards masterwork but you will never feel a difference.
