You do not need the DLC to access any of the destinations. Once you complete the introductory quest to these destinations, they will be available to you. If you wish to access the Stasis subclass and continue the story, you would need to purchase the DLC.

I thoroughly enjoyed Beyond Light when it came out. I still enjoy it and try to run the Deep Stone Crypt when possible. The Stasis subclass is also a lot of fun.
I would recommend it if I was asked about it by others.
Now, that being said, if you are looking to add more value to your library (and if you are really enjoying the game), I would also recommend looking at the Legacy Collection, which includes Beyond Light. It also includes the Year 3 DLC, Shadowkeep (which grants access to the Shadowkeep storyline, the Garden of Salvation Raid, and the Pit of Heresy dungeon) and the Forsaken Pack, which grants access to endgame activities available in the Dreaming City, such as the Last Wish raid and the Shattered Throne dungeon, as well as some Forsaken-era exotics. It's a bit more money. But, you're getting three DLCs at a discount out of the deal.
Steam can also offer these on sale, so if you can't buy right now, you are welcome to wait as well. It's all about what you're looking to do in the game.
