You can still perform just fine with it in both pve and pvp tho.
The aim assist snap and stick are pretty strong when you stack up those mods.
However, Destiny does a great job at bridging the gap. This game doesn't have input-based matchmaking, it's all platform based. If you're on PC, even if you're using controller, you'll be paired up with PC users in PvP.
But unlike other games, Aim Assist is a full hidden stat on every gun in the game, and this makes for some interesting dynamics. Aim assist differs greatly between KBM and controller. Controller users get the whole package: bullet magnetism, reticle friction, and reticle magnetism.
But on KBM, they only get one thing, and that's bullet magnetism. If you didn't know, that's the mechanic that seems to "pull" your bullets closer to the target if you were "close enough" when aiming, basically. There's more to it than that, but that's the general idea.
There are some guns in this game, such as The Last Word, that are easier and feel better to use on controller rather than KBM. So while KBM players will have an advantage is most cases, the meta for controller players is completely different.
When they clash, they're pretty even. Controller players have an easier time with things like pulse rifles, scout rifles, sidearms, and snipers because they're typically guns with higher amounts of aim assist and less reliance on recoil control. KBM players generally have an easier time with handcanons, auto rifles, SMGs and fusions, because the recoil on those guns are less severe than on controller.
TLDR: Controllers and KBM are pretty close to even. KBM has the advantage, but if you're playing into controller's meta and using guns that work well with it, you'll do fine. Also, practice.
