The faster charging weapon might get off 10 shots where the slower one only manages 8, and those two extra shots mean more overall damage even if each individual shot was a little weaker. Like Ixamesh says, it is higher DPS, and when damage windows are timed, that's what you want.
Then as also said, Veist Stinger can make a huge amount of difference on Veist linears like Taipan-4FR.
The only place it may matter is in PvP, where meeting specific damage thresholds is the difference between one or two shots, which matters because of how tight the ammo economy is in PvP.
