You most likely already have armor synthesis quest/bounty that you haven't completed.

Or you have too many quests in general in your quests list and you have to complete some of them before getting new ones.

nope. junked a quest i cant complete cause of content lock and still
'not enough space'

maybe it means the Glimmer?

weird i did not know there was some form of currency cap.
