There is a unreleased mission, most likely the seasonal epilogue. Its titled something like:

H.E.L.M Emergency Alert

Some of it will be, yes. The part where you can buy stuff and upgrade it, will remain.

Usually, there's only one H.E.L.M. vendor that has bounties though, so the Crown of Sorrows Bounties will probably cease to exist, and a new Bounty vendor will open up.
