How can I use phantasmal fragments without purchasing Shadowkeep dlc?

Since I've started playing this never occurred me to use this resource but watching all over the internet that must own Shadowkeep dlc in order to use them at the Lectern of Enchantment. All I do is acumulate them.

Is there someway to putt them in good use?

The Phantasmal Fragments are only usable on the Lectern. You must own Shadowkeep to access that and other campaign-related elements.

Don't bother. Dismantle at your hearts content.

Even if you had Shadowkeep, the Lectern is a complete waste of time nowadays. Weapons you can get from it, are all sunsetted and worthless.
