[BUG] Softlocked in the "Tonic Brewing Guide" quest step 1

I'm stuck at the part where it ask you to get the reagent from the shelves. When i try to take the reagent, nothing happens. The button prompt is there, and when i hold down the key, the circle fills, but nothing happens.

Dear Bungie if you are seeing this here's the bug. When you're full of bounties this quest goes to your post master. However if/when you still move ahead without having it in the quest items you can still complete the tonic. But once you do visit your post master and retrieve the quest you can't create a new tonic afterwards. It's because the code has passes that the quest is looking to trigger. Please fix this as your gamers are not able to create tonics and advance the story.
