As of year 3, character levels do not exist any more. You can reach the same 'power level' as paid players, and there is no hard cap on your season pass levels either.
As far as endgame content is concerned, free to play only gets access to the Leviathan, Eater of Worlds and Spire of Stars raids. Any content you can access, you'll be able to play just as well as any paid player, you will not have full access to expansion weapons but there are viable alternatives.
However other raids are part of the paid expansion content so you will need to shell out for those individually. 'Forsaken' for Last Wish, Scourge of the Past and Crown of Sorrow, 'Shadowkeep' for Garden of Salvation. 'Beyond Light' will bring one raid early on, with a reprised version of Destiny 1's 'Vault of Glass' coming later.
