Catalyst is bugged

So I want to complete the borealis catalyst but also get better at sniping in the crucible. So, I did what anyone in my situation would do. The thing is, getting a kill with the sniper in the crucible didn't give me any progress on the catalyst, but it works fine on pve. Is this just with me, or is this happening to other people?

No clue to be honest with you, think it's because it's 250 kills with the three elemental damage type and a crucible kil is so little it doesn't seem to progress, then again i don't remember if it shows the catalyst progress by percentage or actual numbers

I guess the out of game description of it vs the in-game do not match.

The out of game (braytech) says

This Catalyst be found randomly by defeating non-Guardian enemies anywhere in the system.

Its upgrade is unlocked by defeating 150 non-Guardian enemies each in Arc, Solar and Void modes of Borealis.
