improved perks Rimestealer and others

Hi,

can sum1 please tell me if it actually improves the weapon perk rimestealer if i upgrade the weapons ( Level 11 -> Stage 1 ) and ( Level 17 -> Stage 2 )

do i get like 2 helpings of rimestealer at "upgraded stage 2" if i shatter a stasis crystal instead of just one ?

and how does it improve other perks that aren't actual reload or stability perks ?

e.g. clown cartridge on Rocket Launchers with an upgraded stat would give 3 instead of just 2 when reloading ? ? ?

Is that how it works ?
