If you're using Nvidia turn Low latency mode on in control panel settings for the game.
Control Panel -> Manage 3d settings -> Program settings, then select "Add" next to the dropdown box and select Destiny 2.exe.
Then scroll through until you see "Low latency mode" Set to on.
then apply.
If you're using Amd there is probably something similar, So you can try google.
Next you can turn Game mode on, This reduces input lag in this game. BUT! in many other games it decreases performance and causes lag. So I'd only have it on when you're playing Destiny 2.
Game mode is in windows settings under gaming.
Next thing is, Go into your monitor/screen settings and check for a reduce latency mode for gaming and set it to on. You may also want to make sure your monitor is set to the correct refresh rate.

Do you use resolution scaling? If so turn it off, it made my mouse all smooth and ♥♥♥♥ like i was moving under water. try limiting your fps to 3 fps below your screens Hz while turning vsync off. for me it was definately the resolution scaling I had mine set to 150% to combat Destiny's very very very bad anti aliasing but I couldnt stand the floaty mouse.
