Enriching tonics

Hi people. Help would be appreciated if someone can explain me how can I unlock under this section tonics,as volatile one are all unlocked. So I can finish all of them on act II and missions.

I know that if we craft the lower lvls 5 or 6 times it unlocks the higher quality. After that i'm not sure i'm stuck like you to be honest. Will be checking your post to see if someone answered you. :)
