TTK question

As most of you probably already know there are optimal time to kill stats on every weapon regarding pvp, you can find those stats from various sources being wiki pages and spreadsheets made by reddit users. I would like to know what i'm missing from those. I started to calculate the ttk values of different weapons just by math alone and the numbers just dont make sense, like 150 rpm hand cannons are listed as weapons with a 0.8 ttk, just by math alone that makes no sense because if we assume we are firing at max rate of fire we are able to mathematically shoot 2,5 bullets a second, 150 rpm hand cannons require 3 shots to kill bringing the time to kill (always assuming we are landing 3 shots at the max rof on the head within optimal range) to approximately 1,2 seconds. Can someone explain to me how can we actually achieve a 0.8 ttk with a 150 hand cannon?
