Endgame Rotation Improvements
With the ever expanding list of which Dungeon or Raid is going to be in rotation (now being 9 Raids and 8 Dungeons; not including Crota or Warlord's I believe) it has gotten to a point where you need to wait upmost of 8 weeks to grind that activity, but to usually get only something you don't want. I think a simple change would be to make when an activity is in rotation, for it's Master mode to only drop artifice armour (not including raids, they can be Adepts), and for it's normal mode to only drop weapons. This would make the 8 week wait worth it, as you can guarantee you're getting what you are putting in your time for, and without the discouraging drop of a e.g armour piece that you did not even want.

What if I want the armor? But I don't want to do X difficulty?

There are a lot of ways to get a lot better armour such as focusing at the season vendor. The main reason a person will be farming a dungeon (on normal) is for the weapons. This allows it when the dungeon is not in rotation armour will be able to drop, so you'll have eight weeks to do the activity, while one week out of those eight is dedicated to just weapons. The same idea goes for master, where you'll get artifice every time instead of weapons, which is why a person would most likely be doing a master dungeon.

What if I specifically want the armor from that raid / dungeon? I specifically want to farm armor in this scenario.

What if I specifically want the armor from that raid / dungeon?
That is a good point especially for Raid armour with the mods, an alternative to my idea is that you could focus what you want (I believe they are doing something with that in the next season's activity). Maybe they could make a quest where you need to do e.g the Master version of the activity, and you can get an item that allows you to toggle on or off armour/weapons for the rest of the farm week.

While I do think that Bungie is probably going to invest more into drop focusing in the future based on how they were talking about it during Into the Light, I kinda doubt that a system like that needs to exist from something like raids/dungeons. For raids specifically you can already just get any individual piece of loot using spoils of conquest at the end of the raid, and then for raids and dungeons their pools are already subdivided into smaller loot pools based on the encounter.

Ultimately farming the rotating raid or dungeon sucks because you have to wait for so long for it to actually become farmable which is why I understand the desire to make that farm easier or more reliable. However I think the solution really comes down to fixing the first part of the problem instead by shortening the time between farmable weeks or extending the actual period.

I think that is fair, it is both how long it takes before you can farm it again, and then the unreliable drops to get what you want. If it was every 4 weeks per dungeon, it would be a lot better even if you still get armour instead of a weapon for example.
