Warlocks are probably doing it through the Sunbracers exotic gloves.
In addition, Warlocks with Starfire Protocol can spam grenades due to getting an extra grenade charge and shooting enemies with empowered weapons. Sunbracers also grant a brief period of unlimited Solar grenades if you get a powered melee kill first. Titans can pull off something similar with Ashen Wake.
These can be further enhanced with mods, fragments, and other buffs/debuffs.
i know this youtube clip is a year old but something like this. he has something that empowers your abilities if you use the other 2 (therefore no exotic that gives you free grenades) first yet he still chucks them like hammers at 2:10
For grenades, they just automatically become available after a few seconds, rather than 'filling' quickly like an accelerated version of how they normally gain energy. The player in the vid is tapping the key quickly a few seconds after the previous throw, (each time it flashes red, that's an attempt) to throw the next as soon as the ability is ready. So it makes it look like he's throwing at 1/10th energy (from normal regen) but he's just throwing it the moment Time's Vengeance restores it once again. You can see it happen at about 2:17 where you get enough time to see the ability become ready before he throws.
