Vox Obscura provides the Dead Messenger grenade launcher and exotic catalyst. As far as I know there is no sparrow involved with that activity.

Reason I'm confused is for the Deluxe it said it ALSO has the SMG (Got that) and a 'Throne World Sparrow.' Not that I super need that Sparrow, but I WAS promised it

It’s called Crypticality of quickness. Make sure you don’t actually have it.

If its not in inventory check collections too.

But as far as I can tell it should be at the cryptarch.

The 'Ivory Empress' sparrow has a chance to drop from the chest on each completion.

Criticality of Quickness is handed out by Rahool, but I heard also that for very new players, Shaw Han might have it also. Lastly double check your Collections because it could have just been added there under Season 16.
