Zavala has a focusing option for adept Nightfall weapons, but part of the cost is 10x Nightfall Ciphers. That is their only use.

You earn them from Grandmaster Nightfalls, and I also heard that Xur can offer them as part of his weekly offerings.

I'm afraid they aren't useful for people who never or don't want to participate in a Grandmaster.
Even if you wait for Xur to get a full stack, you can't spend them on Zavala without unlocking an adept nightfall weapon, and to unlock adept weapons, you need to play Grandmasters.

yes

doing grandmasters drops the weekly legendary adept nightfall weapon in rotation.
And from zavala u can focus them using cyphers for god rolls
