Skimmers are easier to handle in the air due to their grinding gimmick, but can't really turn on a dime like Sparrows.
Sparrows come in all sort of varieties with tons of different perks which can be helpful (such as reduced cooldown if you get your sparrow blown up).
Sparrows can sparrow fly.
Funny, I see more Sparrows than I do Hoverboards.
I personally still use a sparrow.
Might want to not make grand sweeping generalizations.
One reason you might not see a lot is that the only two choices to have one are from a past event or paying an insane amount of money for one from Eververse.
