For example the cowboy hats are the helmets (& cloak) from the Spire of the Watcher dungeon. The Titan's has upturned brims at either side, the Warlock's has one side turned up fully, and the Hunter's hat has a flat brim.
They are not otherwise customisable or changeable between one guardian to another (apart from shader). There are no separate 'hat' things that can be added to any helmet.
If you see one that you want us to identify, take a screenshot and someone will be able to identify the set it came from.
Hunter's Cloak usually also covers the head part of the model being able to equip a helmet like a cowboy would only overlap the helmet and the cloak. There are only few Hunter's Cloak that doesn't cover the head part but for the most part, all the Cloak's covers the head part.
What Bungie could do is create an exotic class ornament for the Hunter that looks like a cowboy but what are the chances they do that, unless there is a very high demand by the community.
