I just checked Europa, and I can see multiple public events right now. Public events can take a few minutes to spawn.

Sometimes I walk around 10 whole minutes and there's just not a single public event going on.

There is not always an event, but if it seems bugged leave and rejoin.
I think EDZ is the only one that almost has public Event close to 100%.
