Enemies glitch-porting around wasn't since TFS, it was pretty much always a thing.
No, they work as intended. It's just as was stated above, swords are probably the worst option to pick vs overloads. Like I haven't even selected the 'overload sword' mod on my artefact as pretty much every other method for stunning overloads is better than trying to get into melee with them.
