Run https://www.testufo.com/ in your browser (two tabs) one on each monitor. If it's stuttering that means there's smt with the refresh rates.

3200mhz ram is a major bottle neck. MAJOR. even cl10 3200 here is 15ns slower then cl14 3733, 20ns slower then 4000c16, on x570 - so eol of ddr4.
High end in general refers to contemporary pc's at the current timeline.

Your platform has also been thru several bios patches by intel that reduces performance.
Time to sell it, can put the gpu in a new one, but your probably going to need to sell it to get rid of the pc to offer something of value.
i7 8700k does not need more then 3200 MHZ. Infact for his CPU 3200 MHZ is the sweetspot...
Are you confusing with ryzen CPU's that benefit from higher ram speed?
CPU should be fine tbh. I used to play on an 8700 (not even the unlocked K model), gtx 1070 and didn't have any issues like that. I still think something is stealing focus or messing with your refresh rate. Dual monitor setup? It only happens when you're streaming video? Try turning off hardware acceleration on your web browser or turn it on if it's off. If it's a Windows Store app that you're streaming from, it could just be a quirk of that app. Check your monitor settings when it happens to see if refresh rate is what it's supposed to be.

Oh , 4070 Ti kinda mid??? 4070Ti is better and faster card then 3090 Ti.....is 3090 Ti high end card??? And that si not my opinion then from benchmark site....4070Ti is top 10 Best GPU atm....so dont talk ♥♥♥♥ and go to bad, you think high -end gpu is only 4090 and 4080 ti. BTW for OP, dude go replace CPU, with this CPU you cant use 30% power of GPU.
Definitely sounds like it's dropping you down to your secondary monitor refresh rate of 60hz. Try manually setting your refresh rates of your displays in the Windows display settings if you haven't already and resetting your nvidia driver settings to default. Can be hard to narrow down why it's doing this, but it's usually because of weird Windows quirks and how it handles dual display setups.
Could also just be Destiny thinking it's on your secondary display when it's not. Maybe try hitting Alt+Enter to toggle in and out of windowed/fullscreen next time it happens. Also make sure Destiny is running in fullscreen mode in the in-game video settings.
Having 1 HDMI 60hz and 1 dp 240 will cause video stutter..
Or you might limit this stutter if you change your main monitor refreshrate to 120/seconth to 60hz and then game FPS to 80-90.

The issue is clear to me that he is having issues due to his refreshrates differenting... Not because his computer isnt up to par. His computer is more then fine.
