As for when to do infusing, that is largely up to you and what you are planning on doing. There is a large percentage of the game that is set to minimum power, or even just power disabled, so unless you are doing specifically high power content like nightfalls, you can wait quite a while before having to infuse anything. Personally, I complete the legend campaign and get the set of gear before infusing anything, then infuse everything I want to use up to that power level, then wait for at least a +10 increase before infusing anything, if not just waiting for power cap before doing it all, unless I need the power sooner for something.
you can infuse stuff of the same name for 1k glimmer or an upgrade module if in same slot.
I'm still running all my armor from last season, triple 100 stats. All infused to 2000.
