Im a new player andI was about to buy the DLCs with annual passes and legacy collection but , on after I checked on epic games, I already have the 30th anniversary pack and legacy collection DLCs , do I need to reinstall the game from epic games and delete it on steam in order to access these DLCs or linking accounts on bungie will be fine ? Has anyone encountered this problem before ?

You will only be able to play these DLCs through Epic Games Launcher. Even if you link your Steam and EGS accounts and log in to your characters through Steam, you will not have access to the DLCs. You will have to buy these DLCs again in Steam, or continue playing through EGS

Can I still be able to play with my friends after I reinstall from epic games ? they are on steam.

There's cross-play in the game, so yes, you can.

Yes. Crossplay lets you play with people on other platforms, and this is automatically enabled for PC players. So if you play on Epic, you will see Steam users, PSN, XBox, etc.
