Expansion Open Access - Cannot find content
Issues:

Beyond Light is not showing up, where do I find it.
Shadow Keep has the opening quest, "A Mysterious Disturbance", but after finishing it campaign steps do not continue. Nothing else is offered.

I own (have purchased) everything from The Forsaken all the way to Final Shape. Why are Beyond Light and Shadow Keep not showing up as content that I can play during Expansion Open Access?

Go to Europa and talk to the Exo Stranger, does that do anything? And if not, go to the quest terminal and see if they aren't there?

They are in your quest archive. You can find it in either the HELM or the tower.

Already spoke to the Exo Stranger and nothing.

I looked for them in the Quest Archive and it is empty.

Anything else?

There is nothing in "The Past" which is where I expected to find them on May 7th/8th. Is there a Bungie Support email that I can use to contact them about this?

Does anyone who owns these expansions see then in the "The Past" location of the Archive?
I am trying to find documentation or video content by Bungie that says Previous owner of these expansions is going to be able to or not be able to play these.

My thought was that it was possibly only for new players who have never purchased the content, but again I cannot find anything from Bungie that has stated such a thing.

Can anyone point me to an article, video, etc. on this?

Yes. I mentioned that above in my first post. I have purchased everything from The Forsaken all the way through The Final Shape.

Was basically wondering what the definition of Expansion Open Access means. Every detail of it.

Have you finished the Beyond Light and Shadowkeep Campaign in the past? (Cross-save via Xbox/Playstation).

Shadowkeep only offers weekly story missions (normal difficulty) not the entire Storyline once you completed it.
Beyond Light lets you replay the missions "Stealing Stasis (Salvation's Grip)" and "Reforging the Past (The Lament)" once you completed them.

Prior to the Witch Queen, there was no feature to replay the whole campaign of each expansion.

Otherwise check the "Campaigns" tab in the Archive.
