Choppy video recordings??

Its been a few months and i have tried everything; i updated all my drivers, made sure all files are where they should be, hell ive even went as far as uninstalling and redownloading Steelseries GG for moments, outplayed, and geforce instant replay or whatever its called and all my videos are choppy no matter what. It was fine for the longest time and i havent bveen able clip this game without everything moving at like 6 frames a second. Has anyone else had this issue?
Edit* So it does record smoothly now but sadly i cant play the recorded stuff if i have spotify playing

I used built in geforce shadowplay and never had same problem. You can try any other soft such as OBS or fraps
