DLC is normally accessible to people through family share.
Destiny 2 however is a free to play game, and it won't be 'shared' to another account because of this.
That means that no, a shared account cannot access a copy of The Final Shape on the account that things are being shared from. It has to own its own copy.
It works differently on console but this is how it works on Steam.
