If I purchase The Final Shape with the Annual Pass, will my shared account also receive the DLC with the Annual Pass?

I don't believe so, assuming you're talking about family sharing. IIRC DLC and addons dont work through family sharing.

I'm sorry, maybe I didn't express myself well, I have family sharing between my account and my brother's. Does he find the DLC too or does it always violate Bungie's TOS?

It's nothing to do with Bungie's TOS, that's for letting someone else use your account. I'll quote from Steam's Family Share FAQ to avoid further confusion.

DLC is normally accessible to people through family share.

DLC and in-game content
A borrower will have access to the lender's games and DLC, but only if the borrower does not also own the base game. If they already own the game, they'll need to purchase the DLC themselves in order to play it.

Destiny 2 however is a free to play game, and it won't be 'shared' to another account because of this.

Can all Steam games be shared?
No, due to technical limitations, some Steam games and content may be unavailable for sharing. Games or content that matches the criteria below cannot be shared between accounts.

For free to play games, DLC cannot be shared since all Steam users "own" the game.

That means that no, a shared account cannot access a copy of The Final Shape on the account that things are being shared from. It has to own its own copy.

It works differently on console but this is how it works on Steam.
