Warlord's Ruin is basically an extra on the weekly rotation right now. IE. at the time of this posting, Warlord's Ruin is on weekly rotation every week, + 1 other dungeon.
Basically, here's how you can know, if the game offers you the ability to do that dungeon on Master difficulty, then you can just farm it.
And you can farm it as much as you'd like, with the same character.
The whole "One chance at exotic per character" applies to dungeons / raid that aren't on the rotation.
You can speed up this farming process, if you have a friend with an alt to keep a final checkpoint for you.
Source: Literally farmed Hierarchy of Needs, Navigator, Buried Bloodline, and Eyes of Tomorrow in the past week.
You are absolutely WRONG and would like proof of this regarding WR being on a rotation as WR is the Featured Dungeon each week as its the newest. Again my point stands, you can only farm the exotic 3 times a week

So you cant provide proof that WR is now in rotation (which it isnt, it is a feature dungeon the same as Salvations Edge is the feature raid each week)

Follow up question. Does difficulty affect drop chance?
You can only attempt the dungeon once per character per week (so 3 attempts / week).
Difficulty does not affect the drop chance afaik, but there are triumphs in the dungeon that do, one of which is to complete it on the harder difficulty so technically sort of.
No, you can run the dungeon multiple times per week. It will drop loot every run, only once at pinnacle level but you can spam farm for something like Indebted Kindness.
But only on the first run do you have a chance for Buried Bloodline to drop, per character.
The newest dungeon (currently Warlord's Ruin) can be farmed for legendary gear but the exotic is once chance per CLASS (not per CHARACTER) per week. Whichever dungeon is currently in rotation can be freely farmed for legendary gear and the exotic (if it has one), though in the case of Grasp of Avarice and Prophecy if may be necessary to complete a full run first before you can farm them as they originally had slight changes to their drop systems. Any other dungeon is one chance per class per week for all loot.
When the next Episode launches on October 8th Warlord's Ruin will enter the rotator and no longer be farmable outside of the rotator. Whilst Bungie haven't yet confirmed it we'll likely get the fort if this year's new dungeons around that time which will then behave in the same way that Warlord's Ruin does now. The only other change at that time is that there will be two dungeons in rotation at a time rather than one as we currently have.
