Lost Lament

I am not sure if this is a bug or not, but the quest wont show up
I have finished beyond light campaign, and Reclaiming Europa, Empire's Fall, Dark Priestess.
I have also done all tier 1, almost all tier 2, and one tier 3 sabotage missions.
The triumph for locating dead exo is at 3, and I have already unlocked exo challenge and played through every challenge.
The thing is that Banshee doesn't have the quest,
the console to the left on the tower on spawn doesnt show quest as well..

has it been removed? or have I missed something?

You've already got it unlocked. Check your Collections - Exotic/Weapons/Heavy/The Lament.

What are you looking for in wanting to do the quest again? If you just want the weapon again, you can just pull a new copy from the collections tab, as many times as you want. If you just want to play the quest again though, that might be impossible. You'd probably just want to watch it on youtube or something in that case.

Nope. In older expansions, each character could pick up and complete their own copy of the exotic quests, so they all got their own copies of the quests for Malfeasance, Wish-Ender, Deathbringer, etc. You didn't have to 'do' it on all three of course, but you could if you wanted to.

But since Beyond Light's release, exotic quests have been almost exclusively account-wide, you can only complete the quests for The Lament, Salvation's Salvo, etc, on one character.
