Exotics can be infused to the highest level (current power level is 1810) by infusing higher level gear into them with Upgrade Modules.
In regards to your other question, armor can also be upgraded to 1810 as well. Weapons can be if you wish, but some may not be able to get upgraded.
The answer is probably yes for most weapons if they're 3 years old, especially if they have the white corner indicating that they're "sunset" and can't be infused above 1600 power. However, it's case by case and if you have a weapon from back then that you really enjoyed and can infuse so it's not a hindrance in current content, then by all means keep and continue using. "Optimal" gear is really only necessary in the hardest levels of content and anyone that tells you otherwise is an ass for trying to control other people's fun.

Is it useless? That really depends. I personally have used weapons that I just felt like using at the time. Does it work out for me? Sometimes. It really just depends on the situation.
Weapons have either been cycled out by newer weapons or newer versions of them with newer perk pools and those weapons may feel better than their predecessors (if applicable).
It really depends on your play style, which we (as fellow players) can't really comment on. So, give them a feel out in the wild (patrol areas, Blind Well, other public activities) and see how they feel for you!

i'm understandably overwhelmed with all the content and popups i've been receiving ingame. i have lots of notifications all around the Destinations map, "this exotic quest, that grindable challenge"
it all looks fun but is there somewhere i should focus first to get up to par?
All main campaigns and related contents probably: Beyond Light, Witch Queen, Lightfall.
Another option is to try out the seasons instead, which are all started at/related to the H.E.L.M. The seasons expire at the start of the next main DLC (so Final Shape in june), but don't feel like you have to rush them or anything, you have a lot to do already so take it slow and go where you fancy.
FIRST OF ALL i suggest u go to the helm and talk to all 4 of the seasonal vendors so u can get 4 artifacts(i beleive u should do 1 intro misson for each of them(i might be wrong tho), then u ll start to passivly get engrams for completeon of random activities)
Then i think ur best bet is to do the main campaigns so u can be up to date with all the lore and whats most important new subclasses(yes u should repeat campaigns on all 3 of ur characters if u wanna get the new subclass on all of them, its pain in the ass we know)
By the end of it ull be decently geared up weapon wise(try not to dismantle everything u might lose great perk combinations and armors stat distribution. As i did when i just started playing while being overwhelmed with everything i threw all legendary loot in the stash so later i can figure out is it good or nah using guides) and have a decent light lvl so u ll be able to jump in whathever ure most interested in seasonal, nightfalls, dungeons etc
if you just do the "dailys" u can up your gear pretty fast or join a Destiny 2 Discord and maybe get dragged through a raid ( fastest way to up power lvl i think )
