I'm from Argentina, and the prices for expansions on Steam are much more expensive than on Xbox. I wanted to know if I can play with the progress I have in my Steam account but from the Xbox platform on PC (I have the Steam account linked). I also wanted to know if I can play with friends who are on Steam

Hi there!

You will be able to play with your friends with Cross Play, so you do not have to worry about that! Just add them to your Bungie Friends list, and you should be set!

As for your question regarding expansions, all expansions are licensed by the platform and not by Bungie. These expansions do not transfer between platforms. In the case of XBOX, they are also platform-specific. They are not XBOX Anywhere titles and will not transfer between PC and XBOX console.

If you are planning on purchasing the expansions on other platforms, please be sure to check and make sure that they are for the platform you intend to use on.
