I don't think a pug group can clear on day 1 (though anything IS possible) - but what's the harm in letting them try? Why do you want to disable the LFG group tool? There are better ways at handling this that gives opportunity to all - with out the elitist BS.

I'm a new player, is this how most Raids are handled? I was excited on trying this new raid but it seems like its locked out, can't find fireteams.

Yeah, locking their new Fireteam Finder feature for the new raid is pretty bad for people who don't know many friends that play. All my friends already have teams so I'm just doing extra random content and it sucks. I guess the reasoning is because Contest Mode?

IF its disabled. Its because the new content is not in...and the old content is not removed. Its not as simple as just turning it on and it will work for all content.
